I noticed that too, during his confirmation hearing... his halting answers and inability to remember some of his own statements gave me the impression he was suffering from dementia.
So, I wonder who King Baraq will seek to replace Hagel. I would not be surprised if the Perfumed Prince himself, Gen. Wesley Clark is given consideration. He has the apparent “credentials,” and is an unflagging supporter of Obama. Another might be retired Adm. Joe Sestak, who ran vs. Pat Toomey for Senate in PA. He’s a hardline liberal who would dutifully parrot whatever Whim of the Day given to him by the King.
