I didn't read the entire article, but I suspect that the author didn't comment on the overwhelming common denominator among the population living in the inner city. They are on govt aid and have been for generations. The traditional family unit is largely unknown. The schools are substandard and unionized so change is next to impossible and even if the schools were improved there is no parent at home who insists that the homework be done. Finally, there are no life altering employment opportunities.

The permanent underclass made by Rat policies, for Rat election votes. The Black underclass cooperates and votes over 90% for the Rats in every election.
