IIRC, during the Bush administration some staffer had tried to do that, put things into the recycle bin. But the dems on the investigating committee had an IT guy find them pretty easily. Rush mentioned this on his radio program.
IT specialists, correct me if I'm wrong, but short of burning or literally pulverizing a computer, EVERYTHING is "recoverable".
create a file called ‘ghetto fool’
put the word ‘sucks’ in the file
move it to the recycle bin
take a ‘backup’
empty the recycle bin
ghetto fool can be recovered from the backup (assuming you backed up the recycle bin)
note that ghetto fool can also be recovered on the computer's hard drive (not the backup) IF another file has not overwritten the space ghetto fool occupied on the hard drive
that scenario has a backup taken BEFORE you empty the recycle bin
note that many ‘optimization’ tools empty your recycle bin when you run them (lots of people run them at the end of every shift thinking it hides all the goof off time they spend on their work computer)
not all ‘backups’ are the same - some back up specific files and not all the files on the hard drive - an example is most of the cloud backup services back up your photos and documents but NOT that game you bought - most backups do NOT backup your programs, including windows itself
you can take a different type of backup - an image copy of your entire hard drive - that backs up everything on the hard drive - even that game you bought and windows itself
in info tech, the cio is held responsible for the information assets of a company - if a fire burns down the datacenter, all REAL info tech departments have the ability to take the ‘backups’ and put that data on new computers - its the ‘disaster recovery’ plan
the tapes the emails are being recovered from are the disaster recovery backups - the irs pretended not to know these backups existed at first - then said ‘it would be too hard to find the emails in all those files backed up’
the ig got sick of the lies and bs - so he (or she) got the disaster recovery backups and is recovering the files

searching the congressional email servers would have got some of the email - or the backups of those servers - but i seriously doubt ANY congressfolk want ANY inspection of what is on their servers
