I find it hard to believe that Obama didn’t talk to Boehner & McConnell before he did this. In fact, I don’t believe it.
Honestly, I don’t know. He has governed as one who didn’t need any advice from anyone on our side. I’m not convinced he thinks he needs much consultation from the Democrat’s side either. It wouldn’t surprise me all that much if he didn’t consult or advise.
Most of what he has done seems to be done from the perspective of a child’s vision of what a president’s job would be like.

That’s exactly what this is. You can go out and play golf any time you want. You can go on vacation any time you want. You can blame anything on somebody else any time you want.
You can grant this or that any time you want.
He’s living the fantasy.
