That, the Ferguson grand jury decision, is why I believe he is waiting.
His aim is to create a situation where the population is so outraged that they widely demonstrate their frustrations with his actions. This may, or may not, create enough friction that he declares Martial Law and suspends the Republicans from taking over in Congress.
