I don't know why everyone on this site hates Jay Nixon. I suppose because he's a Democrat but he's a blue dog. I've transplanted to Kansas now but he's one Democrat I did not mind. In Joplin when we had tornado, he was there in his camo jacket and jeans. (no suit and tie) When the looters were complaining about how they were treated by the police - Nixon said he was going to give the police some leeway in this situation. He's a pro gun guy even if he is a democrat. Fiscally conservative too, he should be a Republican.
Others may know more about his "progressive" ways but from what I've seen, he's not half bad.
Using the word “targets” indicates an intent to incite to loot (riot). Arrest the leaders on that charge.
If it 15 degrees out, there won't be much of a riot.
Anybody attempting to destroy buildings/private property and/or assault innocent people should be shot on sight.
You might as well ask your dog to recite Shakespeare.
