The Constitution defines Presidential powers and duties in Article II, which includes in Section 3 the following: "...he shall take care that the laws be faithfully executed."

As for "procescutorial discretion" it is meant to be applied to individual or small classes of cases and that is how it has always been applied in US Immigration laws - until this Fidel Castro wannabee decided to be his 3rd world tyrannical self.

This country has a long history of changing immigration laws, but each and every change was by an Act of Congress and not by Stalinist Presidential Decree!

You are exactly right, and I agree with you. Look, if Obama was white and we were talking about the Chinese women that come here in droves to have their anchor babies...there might be a case for impeachment. The simple fact is that he is not and they are not and it is not going to happen..not by a republican who wants to stay, or achieve office, (Cruz). What does “simply directed” mean in terms of the Constitution? Did both Houses of Congress pass a bill declaring that a referenced E.O. does have any effect, knowing that the president would either not sign the bill, or possibly veto the bill.

The only way Congress can "direct" anything is through legislation. But they can avoid the veto by attaching a rider to a bill the President doesn't want to veto.
