Obama wants 6 billion in order to fight ebola. And yet Cheney had already set up a program to fight ebola and Congress gave it 5.6 billion. Obama frittered it away on his buds like Solyndra.
So, what would Obama really do with 6 billion if we handed it to him?
If the IRS are going to go after anyone it should be the people who stole the money that was originally slated for ebola.

The purpose of the “Bring Out Your Dead” ping list (formerly the “Ebola” ping list) is very early warning of emerging pandemics, as such it has a high false positive rate.
So far the false positive rate is 100%.
At some point we may well have a high mortality pandemic, and likely as not the “Bring Out Your Dead” threads will miss the beginning entirely.
