Why exactly is the Secretary of State trying to dictate who can and can’t pray at a particular place?

Reminds me of when I was teaching in Turkey. One day I took a guided tour of major sites in Istanbul. Also on the tour was a couple from Saudi Arabia. One of the sites was the Aya Sofia, formerly a Catholic church, then a mosque, and now a museum. One of the Saudis asked the tour guide if he could pray there. The guide told him he couldn't. I wondered how anyone would even know if someone prayed. Unless they laid out a prayer rug, put their head on the floor and raised their butt, they could pray and no one would ever realize it.
