The Republican Congress made Clinton irrelevant. He whined about it in a speech. I remember him saying "I'm relevant. The Constitution says I'm relevant."

Then a few weeks later, the Oklahoma City bombing occurred.

If it had not been for the Oklahoma City bombing, Clinton would have been a one term president. But, he knew how to milk a tragedy.
