An expert witness paid with tax dollars by the United States Department of Justice testified that North Carolina election laws impact black voters disproportionately and that blacks are less sophisticated.
Charles Stewart, a political scientist was retained by the Justice Department to testify against voter identification laws and other election integrity measures. His testimony argued that ending same day voter registration and requiring voters to vote in the precinct where they live constitutes racial discrimination.
When asked if terminating the ability to register to vote on the day that someone casts a ballot impacts blacks disproportionately, Stewart testified in court that it did. Stewart:
It's also the case that -- well, yes, so it would, empirically more likely affect African Americans. Also, understanding within political science, that people who register to vote the closer and closer one gets to Election Day tend to be less sophisticated voters, tend to be less educated voters, tend to be voters who are less attuned to public affairs. That also tells me from the literature of political science that there are likely to be people who will end up not registering and not voting. People who correspond to those factors tend to be African Americans, and, therefore, that's another vehicle through which African Americans would be disproportionately affected by this law.
Blacks tend to be less sophisticated, less educated, and lower information voters, according to a taxpayer-funded Justice Department expert. Experts for the Voting Section of the United States routinely make tens of thousands of dollars for this sort of expert testimony, if not hundreds of thousands of dollars....

I’ll cite the Alvin Greene case in North Carolina in 2010, where he ran for senator in the primary, with almost no cash, and beat the odds-on favorite of the Democratic Party....simply because his name came ahead of the opponent Vic Rawl. Vic had the support of the state party....plenty of cash...and felt the primary was not going to mean too much. In this case, Alvin’s name came before Vic’s on the primary ballot, and Alvin won 59-percent of the primary vote.
The national media picked up the whole thing, and wanted desperately to blame GOP involvement (it probably was involved in some way), but it said a lot about the intelligence level of most voters. If you generate a primary, because of limited voter participation....you could end up with an idiot there in the end.

The administration must argue essentially that blacks belong in zoos or day care.
The argument is that laws that require voter ID are motivated by bias against blacks. Judges accept this argument. Infer from that what you will, but my take is that judges who adopt this justification for striking down voter ID laws are either dullards (quite possible) or unfairly biased. I find it surprising that election officials and legislators put up with such nonsense from the bench. Use the darned impeachment widget.

Another baffle them with my BS type about those who never intended to vote and are either illegals or are on welfare and bought with a bottle of booze on election day to vote the straight Dem ticket.
Unless there is some proof that there are deliberate efforts to keep people from being educated about the issues, candidates, and times of elections, it should also not be the job of the courts to coddle people who are so effing lazy and stupid. If they can't figure it out so be it, they're too stupid to vote and they shouldn't bother.
