Or do you mean like having your elementary school taken over by Islamic extremists?
Russia is as ill equipped as anyone to deal with terrorism. Not only that, it doesn’t seem to quite grasp the threat potential that is out there.
It’s even stupid enough to help Iran achieve nuclear weapons, not grasping that it will simply be another target once it gets them.
The Kremlin still can’t quite grasp that MAD doesn’t work particularly well with people who don’t mind slapping on a vest and detonating.
