I hope everything is going to be okay, but, I'm afraid that they really don't know what is going on right now, without conducting some tests, so they are doing a cya.

however, there is no way that they could have confirmed that the people did not have ebola. So, I think that they may be doing a containment plan, where they will let the passengers with no possible contact or exposure to leave, and the possible contacts isolated until some test results come back.
the simplest thing they could do, is send blood samples to a lab that can do a real time pcr for ebola - and only certain labs have the appropriate test materials, where as many lab could do a rt-pcr. that would probably take 2-3 hours, once a sample gets to the lab. based on those results, they could then decide what to do.
hopefully, everything turns out alright.
