The judge is the one who signed the court order requiring Troh and the others to be quarantined. He’s the one who gives law enforcement the authority to use force to prevent the quarantined individuals from leaving or prevent others from visiting the quarantined individuals.
Usually, any matters that the judge wants to discuss with the individuals would normally be done in his courtroom in the presence of attorneys for Dallas County Health and the defendants. We don’t want them transported to a courtroom. Let the judge visit them. They aren’t symptomatic ... yet.

Texas is an unusual place. Judge Jenkins is not a judicial judge. He is the highest ranking administrator in the county in which Dallas is located. His is an elected position. One can hold his position without ever having attended even a business law course much less law school. Jenkins is a liberal politician of the nth degree. He championed bringing the illegals to Dallas. Now, if Trouh came to Texas from Central America illegally, and now has ebola, then she can cause him a whole lot of heartburn.
