Wikipedia says it’s a backronym, meaning they came up with DREAM first and made up the acronym to fit it.

"Backronym"? They probably made up that word, too. You will probably not find it in too many dictionaries.

Cute acronyms that spell words used to name government agencies, particularly those pertaining to welfare or racial bean-counting, are created first with the words used to create it being filled in afterwards. SEEDS, ACORN, DREAM, etc.

So, whenever you encounter one of these cute acronym agencies, look very closely to see what’s actually behind it.

“Backronym” may be a neologism itself, but it’s an apt one.

The term was coined in ‘83.

Another example is the AMBER alert, they decided they wanted to name the thing after a girl name Amber that was killed, they made up the meaning “America’s Missing: Broadcast Emergency Response” to fit AMBER.

The PATRIOT act was another one.

Frankly, I think it’s stupid.
