I'm not sure I understand your post. I hold individual Ukrainians responsible for their crimes, I'm not holding the nation responsible. Nobody in power in Ukraine today volunteered to be an extermination camp guard. Obviously there are many Russians who committed crimes during the Soviet period (and more than a few culpable for crimes today).

What about Ukrainians? They were the second largest group within Soviet Union. Why won’t we hold them responsible? Many were enthusiastic supporters. Soviet politburo had Baltian members too, Stalin and Beria were Georgians. Their respective nations might be held responsible! Ah?
