I don't know, but I'm going to guess that, like it or not, he is the commander-in-chief and the Legion wants to show respect for that office.

I would have thought they would have given up on Obama though since he's either blown them off or sent Biden in the past. He really doesn't care about the military or the veterans except as campaign props.
