Once the cops have pinned a non-violent suspect to the ground, how many times are they allowed to punch him in the head? Is it fewer than 20? I would say so, but I'm not a Greenville County, South Carolina, deputy.
Greenville officers approached a man at a Walmart parking lot on Saturday. The man appeared to be under the influence of alcohol or drugs, and didn't respond to police questions or instructions. Eventually, the officers followed the man inside the store, where they attempted to detain him. The deputies claim the man resisted, though video footage of the incident certainly makes said resistance look passive, rather than violent. But once the two cops had the man on the ground, one of them immediately began punching him in the head. I count at least 20 blows.
Onlookers were horrified, and begged the deputies to stop. Many thought the treatment of the man was cruel, according to WSPA.com. "Please don't punch him like that, don't punch him no more," said one witness. (More video footage can be seen here.)
The man was eventually tasered and then taken to the hospital. Police have not given his name or explained what the charges against him are. The department is reviewing the footage, however, to determine whether the deputy acted properly when he punched a helpless man in the head over and over and over again.
Spending money on useless LE is a waste of money.

And if the designated punching bag is mentally ill or deaf, it’s fair game, I suppose, to beat and taser him. Every cop who is video-taped behaving in this unprofessional way should be fired immediately. Doing it in front of a crowd is unbelievably stupid.. What kind of police chief hires officers like that? He should be fired, too.
When I was in the JAG, I kept the record of the trainee abuse complaints against the drill sergeants. It was just a few, but they made everybody look bad.
The cops wanted to protect the man from himself because of his intoxication which made himself a danger to himself and possibly to others.
So naturally they pummeled him relentlessly (aggravated assault if done by non LEO) thereby placing him in the safe confines of the hospital and jail.
All in a days work.
And the blue went home safely.
That’s what matters after all.
And reduced budgets will get everyone's attention, and put a stop to that unacceptable nonsense.
What has been done in the past isn't working, obviously, so reducing budgets to the ineffective group is the conservative thing to do.

I think they can throw as many punches as they want, as long as they keep saying “stop resisting!”

Not overly rough. The guy was resisting and physically bigger than the cops.
Strangely the only thing I could think of was how weak the cops punches looked, I doubt that dough-nut munching blue boy could punch his way out of a paper bag. That said, he was way out of line hitting that guy like that.
