I think Arizona is in there, too. AZ has a permit, but it isn't required. It's a helpful thing for citizens that go to other states and need reciprocity.

This is the internet, someone will tell me if I'm wrong, like a chicken on a june-bug.

Alaska, Arkansas, Arizona, Vermont and Wyoming.

Arkansas is very recent, still being contested a bit, but quite clear.

Wyoming is for residents only, I recall. Doubt that it would stand up in court.

I think I read someplace that AZ now has a “if not otherwise prohibited” no permit required in place. I’m sure I’ll be corrected if wrong. And, I can use a little correcting, from time to time, according my wife. :>}
