Officers with the Bergen County Police Department bomb squad, township police and county sheriff’s crime scene unit carried out what appeared to be more than 30 pounds of black gunpowder, the chief said. The canisters were assembled on the front yard and photographed by investigators before being loaded into a pickup truck.

The sheer amount of gunpowder was illegal and could pose a danger to the neighborhood, the chief said. Charges were expected stemming from the quantity of gunpowder.

I seriously doubt it was black gunpowder.

Smokeless powder yes. Pyrodex or equivalent maybe.

There are probably local fire department codes or state laws that are tougher than federal levels. Varies a lot by jurisdiction, and can be very difficult to find an answer to.

black gunpowder

I seriously, seriously doubt it was black (saltpeter, charcoal, and sulfur) powder. Most likely, it was composite gunpowder of the reloading sort.

Blackpowder usually does has storage limits in residential areas, because it IS an explosive.
