It was mentioned the first evening after the shooting, on one of the threads by what seemed a reputable source.
Even if they had them, a dashcam would be pointed forward, not to the side, which is where the incident occurred.
So, at this point we don’t know if they had them, or bought them and hadn’t installed them, or installed them and it wasn’t on, or it was on but pointed forward and could not have captured the incident (unless it was on and had audio).

I prefer to look up budgets and other official documents to verify information rather than take some reporters word, especially when it comes to contentious subjects, like this case or the NDAA (not to thread hijack, but with all the hype about the NDAA I looked up the actual law and it was not at all the threat some made it out to be: http://www.freerepublic.com/focus/news/3185704/posts?page=43#43).
