He could certainly have realized that the two matched the description after he saw them and saw the cigars they were carrying.

He said the officer was NOT aware of the robbery. Flat out. He was asked and that was his answer and that was the headline on CNN, Huff Po (it still is), etc.
That directly contradicts the police report that says the officer heard about the strong arm robbery on the radio prior to or contemporaneously with encountering Brown.
The Chief said today Brown was stopped only because he was walking in the street.

That makes sense more than any other explanation I’ve heard and that’s the nature of police work. Things can change in a matter if seconds if a BOLO report is issued..
