It's actually pretty uncommon these days. More likely to be noticed when it happens however. The only ones crying about it would be the ones who are the greatest beneficiaries of the largesse of the Crimnel Jesters Systum. Can't go around killing their cash cow - the live thug in this case, for instance. Think of all the jobs and cash flowing through the system!
