It was layaway.

Back then buying something on layaway was common. Liberals said that white inner-city merchants overcharged blacks and the overcharges can be considered layaway payments.

So the people were simply picking up the merchandise they paid for over the prior weeks and months.

Meantime demands for law and order ("law'n order") was racist, liberals said.
