It’s actually from a law passed under Bush that was supposed to enable the President to order a more rapid military response to a problem, since the Dems had hemmed in the military to the point that the commanders on the ground were not permitted to do anything.
Obama, incidentally, had severely criticized Bush for making use of the law to do things like bomb the enemy in the ME. (After all, in Obama’s mind, there is no enemy there...)
The interesting thing is that, in the case of ISIS, it really wouldn’t have been necessary to use the law since I’m sure both Congress and the military were ready to go ahead long ago. But that’s typical unilateral Obama behavior.
Obama sure didn’t seem to have ANY hesitations bombing the living crap out of Libya.
Can anyone explain to me just why we attacked Libya?

Even if it isn’t properly authorized dead ISIS is a good thing.
