The Emancipation Proclamation decreed that slaves were freed in areas then in rebellion against the United States.
The slaves in the border states which stayed in the Union during the Civil War, were NOT freed by the Emancipation Proclamation.
So to have a proper historic analogy, Obama would grant amnesty to illegal aliens in areas which were rebelling against the United States.

The Union wanted to lower the Confederate numbers that included slaves (’property’ at the time).
Wonder how soon the left will try to implement such Confiscation Acts now, seeing they deem those opposed to their ideology as enemies. What a wonderful tool they have in the IRS!!!
