They’ve been kept primitive by the “indigenist” movement which does not believe that these people are human beings and should be offered civilization. The Catholic missionaries used to do that, preaching to them and baptizing them and introducing them to more modern ways of life.

Brazil had an odd situation, where something like 60 Portuguese and Spanish Jesuit missionaries on their way to Brazil were captured off the Canary Islands (a watering stop) and forced to walk the plank by French Protestant pirates in the 16th century.

This set missionary activity back enormously and is one of the reasons that Brazil was less Christianized than the rest of Latin America. And now that the left is in charge, these people are supposed to be preserved as you see in exhibits for academic researchers.
