I agree with you... the whole world agrees with you. However, Ukraine can NOT respond to any Russian ‘provocation.’ The military of Ukraine has been degraded by Russia for over ten years.
IF they declare war, they do NOT have adequate military resources. and you may notice little support from allies.
Mining the crash area strikes me as indicative of low rung actors running the show without any oversight.
The grunts might like the idea of mining the area, as they know that the people who have been shooting at them will be effected; however, a more strategic thinking staff would cancel that plan based on the PR damage.
That said, we are dealing with Russians and they might not care, thinking that they can just deny that they did it and leave it up to the propaganda organs to fight out the strategy.
Plundering troops have been the norm since the beginning of wars. Plunder is the bonus to the troops for winning.

It was quite possibly a Ukrainian military operation, but the world wont know until a thorough investigation has been conducted will it?
Which is why the Dutch & Australian governments have repeatedly demanded the Ukrainians cease their military actions in the area around the crash site.
What possible reason would the Ukrainian side have for delaying and interfering with such an investigation, other than to cover its own tracks?
If you really believed that then you would move all your military back away from the shootdown site and allow the Dutch to gather all the evidence, but you don't because you are not finished removing and planting evidence.

Anyway we have Bezler and Sapper on record planning the shootdown of a plane that was TOO HIGH to be identified and then shooting it down anyway right at the time MH17 was shot down.
You know -- loose cannon Igor -- and Sapper who can't be found.
There should be missile fragments amongst the ruins. Their discovery would yield what missile it was and likely where and when it was manufactured. There is therefore a very strong incentive for the perpetrators to not to allow independent inspection of the wreckage.

If anyone was actually questioning who fired the missile that might be the case.
Why would the Ukrainians fire a SAM when the rebels don’t have any aircraft? Are the Russians going to state that they are flying air support for the rebels in order to cast doubt on who shot the airliner? I doubt it.
