The way I understand the system, House of Rep’s initiates all spending bills. So they can affect all future spending. But they can not re-write laws already passed by both House & Senate and signed by president.
For example take social security spending. The law stipulates payroll tax rates and benefit amounts for retiree’s. Those numbers will continue until a new law is passed. House can not arbitrarily stop paying SS benefits all by themselves.
So the House can cut Obummer’s vacation appropriations for any future period. What is already appropriated in a law already passed can not be reversed without senate going along and Obummer signing the change.
That is my understanding also.
Although, if nobama can call for “emergency” spending, should “emergency” cutting be off the table.
Trey is posturing somewhat. And he knows that. Put another way, he’s hoping folks will WAKE UP and take a hard look at what nobama is doing.
