So the best way to qualify for US aid is to kill as many Americans as one can. For two killed so far in the latest conflict, Obama is rewarding HAMAS with forty seven million dollars. The terrorists are asking, and rightfully so, how many Americans they have to destroy to qualify for, hm, 1 billion dollars. Is US aid to be used to rebuild people's homes or Hamas elite homes, or as they have always done, rebuilding the tunnels and prepare for the next conflict which will for sure bring more and more and more US dollars? Now, who are considered the smart ones?

As a side note concerning the constitutionality of federal foreign aid, you might find the following excerpt from the writings of Justice Joseph Story to be interesting. Justice Story had clarified that Congress cannot use the Constitution's Clause 1 of Section 8 of Article I, the "Spending Clause," as an excuse to justify foreign aid.

“If the tax be not proposed for the common defence, or general welfare, but for other objects, wholly extraneous, (as for instance, for propagating Mahometanism among the Turks, or giving aids and subsidies to a foreign nation, to build palaces for its kings, or erect monuments to its heroes,) it would be wholly indefensible upon constitutional principles [emphases added].” — Justice Joseph Story, Commentaries on the Constitution 2 (1833) .
