House Speaker John Boehner (R-Ohio) indicated today that if President Barack Obama takes actions that exceed his constitutional authority, the House of Representatives has no plans to use its own constitutional authority to withhold funding from those actions.
At his weekly press briefing, CNSNews.com asked Boehner: Youve said you disagree with calls to impeach the president over abuse of power via executive actions. But under the Constitution the House actually has the power of the purse. So, if the President takes actions that exceed his Constitutional authority, will you withhold funding for those actions in the next must-pass appropriations bill?

The issue isn’t new funding; it’s budgeting and how to spend funds that are already being raised. I believe the Senate can originate a budget bill, as long as it doesn’t include raising taxes.
Regardless, the budget has already been approved past the November election, so all of this is moot for now and instead of worrying about what we could do while Reid owns the Senate, it makes more sense to discuss what the GOP should do if they hold both houses of Congress in January. (Hint: First, the Senate should jettison the filibuster rule, following Reid’s lead.)
That said, if the Senate is still in Reid’s hands then, it’s the “etc.” after “Obammy” in your statement that’s the problem. That “etc.” includes everything else in the federal budget, and not funding it seems to create more problems for the GOP than for Obama. At least that’s been the case thus far.

Article 7: All Bills for raising Revenue shall originate in the House of Representatives;
Budgets are about spending the money available. As long as raising new taxes aren’t involved, I believe the Senate can originate a budget bill. Not that any of this matters. Clearly both houses of Congress have to agree in the end if any bill is to pass, regardless where it originates.

Yes, and do you remember the beating that the GOP was taking in the polls during the shutdown. Besides, the GOP got something out of it, the sequester, and federal spending finally started to drop relative to revenues for a change, so it wasn’t a complete capitulation.
