Article 7: All Bills for raising Revenue shall originate in the House of Representatives;
Budgets are about spending the money available. As long as raising new taxes aren’t involved, I believe the Senate can originate a budget bill. Not that any of this matters. Clearly both houses of Congress have to agree in the end if any bill is to pass, regardless where it originates.
