Now we’re getting there. Accurate and prolonged artillery can obliterate an area including not only the surface structures, but the hidden underground facilities as well. The population was warned to leave so any people remaining are de facto combatants.

Proper policy has always been to shoot back.
Counter-battery radar of the 1960’s could predict not only the impact of incoming fire, but could accurately place the origin. Newer stuff HAS to be better.
A consistent policy of always shooting back (105, 155, 175mm gun or 8”—whatever serves) in response to each and every rocket launch’s point of origin would stop the fire.
It’s MUCH cheaper, and cheaper in lives which is the main point.
