CNN is saying that "The White House is pressuring the Rebels for access to the Crash Site." What leverage does the White House have? This is in Rebel-Controlled territory, with the Ukrainian Army in the area falling apart.
I expect the Rebels will ask the Russians to be the Primary here, and Ukraine will scream about it.

When Kiev made a big deal over the Azov Battalion being sent East it was a pretty good indication their other troops were either in trouble or needed someone at their backs in order to keep them in line.
Any links to the Ukrainian Army in the area being in trouble and falling apart?
