Actually it is. the buck stops with the President. He needs to put the correct people in charge (Those that know what they are doing and can handle it)of which he has NOT done.
A good boss would on day one state that heads will roll if their first response is not towards the could of their clients...fear of not doing right can be a great motivator. instead they are only fearful of rating others out.........

You make a good point but Odinga isn’t the one who appoints the nursing supervisor, if that was his job, can you imagine, he’d have no time for golf!

It IS his job to set the tone for Federal agencies and appoint competent administrators (if there is such a thing). Who are responsible for appointing the nursing supervisor as well as ensuring the morphine is sold to the correct gangs on the street as well as employing his crony’s.
