Yes it did. His two time elected sitting VP did not win election.

Clinton’s impeachment and the associated taint on Gore did a lot to contribute to Gore’s defeat.

If you will recall, Algore won the popular vote. A few more hanging chads in Florida and we would have had President Algore.

In 1994, after only two years of Clinton, the Republicans swept just about every election in the country, taking control of both the House and Senate as well as a majority of the state legislatures.

In 2000, the first congressional election after the Clinton impeachment, the Republicans lost seats in both the House and Senate and almost elected President Algore.
