I was thinking along exactly the same line. This is the federal government "quartering" persons in private homes. A total violation of the intent of the 3rd amendment:

No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

These are foreign soldiers. They are invading our country. They are indirect agents of the U.S. federal government who is transporting them, feeding them, giving them medical services and some makeshift quarters.

That little exception..."but in a manner prescribed by law" could be a BIG problem. Can Congress prescribe a law that forces a private citizen to quarter persons without their consent?

The better question is,can Congress pass such a law and survive?
