Recall the 1999 Parris Glendening outdoor water ban in Maryland due to the drought, the Balt Sun and local TV broadcast the ‘rat on your neighbors’ phone number hot-line enforced by police.
Quite a fuss was made and neighbors turned in neighbors.
Finally a Hurricane Labor day weekend heavy rain for days ended it.

On the one hand, I don’t want to see water wasted during a drought.
On the other hand, a lot of this problem could be solved if the federal government wasn’t so hellbent on trying to protect a bait fish.
