No. That is not right.

County judge is an elected position for Dallas County. He is not truly a judge with a courtroom, but rather presides over County Commission meetings. They oversee certain functions of government that are shared by all in the county (courts and jails, public records, collecting taxes, voting) but do not govern incorporated cities.

Grand Prairie is a suburb to the west of Dallas. It has its own city government, headed by the mayor, who is quoted in this article.

The county judge is out of line in making this decision unilaterally without input and cooperation from the city.
