Appears the solicitation went out circa 6March, for 30 days,..Quotes/proposals due by 6Apr14, give about a 2 week -60 day award time, should have been awarded by 6May to 6 Jun14, just in time for a reported 250000 UACs to start coming across the border.
Contract is for accepting custody of Unaccompanied Alien Children (UAC) from U.S. Border Patrol and other Federal agencies and transporting these juveniles to Office of Refugee Resettlement (ORR) shelters.
Note, the solicitation was to escort up to 65,000 UAMs / year in a 5yr IDIQ contract (Base bid 1st year + 4 one year options) That conveniently adds up to 325,000 UACs being provided for in the near future.
Not only are the feds involved in this, they’ve conveniently have tidied things up into one contract to closely control the operation without the public’s knowledge.
And, it sounds like a pervert’s dream job*, so the Feds get a 2-for-1.

Looks like they used the RFI process to locate small business and HUB Zone possible contractors, then no other solicitation was advertized to the public.
No awards appear in the same codes, but that doesn’t mean they couldn’t have awarded locally without it being published.
Probably need to audit all contracts accessible to those two procurement officials.

Announcements in FBO are usually posted by the Contracting Officer or their assistant, the Contracting Specialist. Both are listed in the announcement.
Actually, somebody should call the Contracting Specialist listed in the announcement to find out if the contract has been awarded, and if so, to what company.

Well, here is an example of him actually generating good, high paying jobs manufactured by the leftist government.
From this small start of badly needed services provided by government contractors, a new branch of government shall arise: The Department of Invasion assistance!
The Contracting Specialist was/is involved in Mission Essential Contracting for TSA and ICE. This means the contract was being tracked in their acquisition processes by senior management. The RFI prior to the solicitation means they were trying to implement the contract within seeks to months, and well before the end of the fiscal year.
This implies their management is reacting, instead of responding, to planned surge of “UACs” from another arm.
FWIW, the announcement was posted on some conservative websites back in February and March, so I suspect they’ve already been inundated with calls.
The real tell is simply to observe who is transporting the children now. If it’s the ‘brownshirts’, then instead of contracting out an apparantly required service beyond their staffing skill sets, it appears somebody is directing a prototype operation to hone their command and control operations over large bodies of people within their chain of command so they can extend their reach.
The scary thing is understanding their implied intentions for building such a machine.
