The tax code in the United States is a huge mess, and is nothing but a weapon used by politicians to get favors and silence their opposition.
Nowhere is this more clearly seen than the targeting of conservative groups by the IRS. Obama has used this agency as part of a strategy to intimidate those who speak out against him.
Now that the cat is out of the bag, its time to start considering what actionable steps to take to correct the bloated bureaucracy of the IRS and the monstrosity that is the U.S. tax code.
The code itself is thousands of pages long, and not even the people in charge of enforcing it have any idea what it really says.
One solution being supported by Republican National Committee Chairman Reince Priebus is to chuck the IRS in the garbage and give the tax code a complete overhaul.

Unfortunately, none of that happens with a person in the White House who is actually more interested in a European style of government than the way that our country was drafted and led to be run by the Constitution, he said.

That is one thing about government bureaucracies: once they are established, we are stuck with them forever or until the country collapses and we start all over again.

Priebus knows fully well that that is never going to happen, although it is a very good idea if it did.
(1)Good ideas are never accepted by guvmint and (2)guvmint can only increase in size.
A flat tax, with no deductions would obviate the need for the IRS. Tax calculation would be done on a post-card. Imagine the resources it would free up, and entrepreneurial energy it would release on the country.
At the same time, the tax code is the source of half the corruption and crony-capitalism of government. If it is not businesses and political groups seeking benefits, then as we see with Louis Lerner, it is a weapon to be used.
The solution is representative apportionment.
Congress passes the budget in which they have determined the amount of tax to be raised. That amount is split into two “buckets”, one for Senators and one for Representatives. Each bucket is then divided down to determine the per Senator and per Representative amount. Each state is then assessed an amount equal to the sum of the amount for their two Senators and the amount equal to the total of all Representatives. States are then free to collect taxes how they wish to pay for that tax amount. Some states may wish to tax sales or income or something else.
Repeal the 16th Amendment.

In the absence of an IRS, how are collections made and who enforces this.

Imagine no income tax, no business tax, no corporate taxes. A flat consumption tax after the repeal of the 16th amendment. America will become the home of nearly every major business in world. Jobs will boom. No nation would be able to compete with us.
FAIR tax would require a massive bureaucracy, checks sent to everyone, many people will pay more than needed to subsidies the “poor” because it is still progressive and it is not a tax cut for anyone because it is “revenue neutral”
FLAT tax is far superior and simpler
Federal Sales tax.
Everybody pays.

THE FLAT TAX NEVER STAYS FLAT!
First flat income tax was 1% levied on incomes in 1861 and was voted in the next years to expand to more brackets and higher rates. It was ruled unconstitutional. It was resuscitated several years later under President Grant and again it started to mutate to a graduated form of taxation.
You can’t pass a law keeping it flat because of the way the 16th Amendment is written. You may get what you would like in one session of Congress only to see it thrown out the window with the next session of Congress.
The only sensible and actually brilliant solution is to pass the FAIRTAX and follow it with a repeal of the 16th Amendment.

Checks are already to sent to nearly every tax filer.
In 2008 GW Bush’s administration sent two tax stimulus checks to 144 million tax filers without a hitch.
If there is one thing the federal government is good at it’s sending out checks.
As far as the FLAT TAX, see post #16 and note that the Flat Tax is an income tax and will change because it can!
The idea should be to stop sending checks to people.
Pay what you owe and nothing else. Do not expect a handout.
Checks are reimbursements and can go on cards. These are tax breaks for taxes paid for spending below the poverty line.
Under the FAIR TAX every American, that is EVERY AMERICAN, is not taxed on spending up to the essentials of living known as the poverty line. After that it’s fair game to tax everyone the same rate on RETAIL purchases only.
Fact is taxes will be paid. Fact is the Flat Tax is an income tax and the Income Tax is a cancer that always grows back and metastasizes. THE INCOME TAX IS A FAILED APPROACH PERIOD.
The flat tax is a cancer tumor waiting to burst open and spread.
FAIR tax is hideous.
Flat Tax can start at the poverty line too
