President Barack Obama refused to rule out U.S. action in Iraq against Sunni Islamist militants who have surged out of the north to threaten Baghdad, threatening to divide the country and establish their own jihadist state
Vice President Joe Biden spoke to Prime Minister Nuri al-Maliki by telephone. The White House signalled on Wednesday that it was looking to strengthen Iraqi forces rather than meet what one U.S. official said were past Iraqi requests for air strikes.

Nowhere in the body of the article does Obama make anything that might be considered a threat. He simply refused to rule out not making a threat, or something like that.
Not passing judgment on whether we should or shouldn't get involved, just commenting on the typically misleading headline, which infers that Obama is strong and decisive, when he clearly is the opposite.
This is further fruit of Obama's childish and ill-advised meddling in the Arab world, beginning with Tunisia. Good Lord he has screwed up so badly.
