This is excellent for Illinois millionaires because it is a heads up to the rich to start packing their bags. When enough of the highest paying taxpayers flee the state it will leave the RATS saying WTF?
It should be called the “We want millionaires to move out of our state” bill instead.

If you had 22 kids in a class the money per room would be $264,880. You could give the teacher $96,000 in salary and $30,000 in bennies and still have $138,000 per room.
How about taxing them 75%. That worked so well for France.

This is a boon for tax accountants and tax lawyers. The marginal millionaires running a small business will need them.
They should move out of the state as I did five years ago.
