“So a child born to a military family outside the US but in a US military hospital is not a natural born citizen?”

I don’t know the current status, but there used to be a law conferring citizenship on children born to officers serving abroad.

Exactly.

Children born abroad of American parents are, by law, citizens.

A Natural Born Citizen needs no law to declare them a citizen.
