ARTICLE 4. EXECUTIVE DEPARTMENTBy my definition, this counts as repelling an invasion. It's a threat of deadly force against Texas Law Enforcement. It cannot be allowed to go unanswered - and by unanswered I mean the absence of a full-out assault.
Sec. 7. COMMANDER-IN-CHIEF OF MILITARY FORCES; CALLING FORTH MILITIA.
He shall be Commander-in-Chief of the military forces of the State, except when they are called into actual service of the United States. He shall have power to call forth the militia to execute the laws of the State, to suppress insurrections, and to repel invasions.
I doubt that he will over a billboard, though.

You’re right. Perry can call up the NG. But he won’t.
Now, now. If Perry didn’t welcome them into the state with open arms, he wouldn’t have so many DREAM Act illegal aliens taking away US citizen students’ college desks. The DREAM Act is, imo, an invasion. He once claimed he didn’t know anything about the rise in illegals so guess he can’t be bothered to look out his office window to a couple blocks over where they’re all living in east Austin.
