Maybe I’m missing something here. I thought the Federal restriction against tolls on the interstate system was already lifted in one of the Federal highway bills in the last 10-15 years?

There is a pilot programs where three states can apply for tolling a stretch of interstate highway to repair and improve it. So far, none of the three states that have received approval have done anything.
