The Red River Boundary Compact, passed by the legislatures of both Texas and Oklahoma, and approved by congress in 2000 is the controlling authority on this. BLM hasn't got a damn thing to do with it.

Greg Abbott is just the lawyer to deal with it. He's made a career out of suing the federal government, it seems.

Supposedly one of the missions/stated purposes of the BLM is to settle land “boundary disputes” I thought surveyors and courts took care of that. BLM is also supposedly in charge of water- rivers, lakes, wetlands...so they might be trying to “protect” the river. Supposedly the BLM has management power over all land in the US; federal and private- with private land that is where boundary issues and water issues supposedly gives them power over deeded ground, not to mention endangered species...
