Can someone summarize the article? I don’t have a WSJ.com account, so can’t see the entire article.
I presume that where once 48 million people had no insurance, now after 7 million have been signed on to ObamaCare, 48 - 7 = 100% have health insurance now?
Is that the $hit they’re shoveling?

The President is head of the executive branch. The purpose of all agencies in the executive branch is to advance the political agenda of the President.
At least that's how it works during Democratic administrations. (Since the personnel in these agencies is largely Democratic, a Republican President would have a hard time using them for his advantage).
