That is a fight I would pick and I join you.
Why not—water has at least the potential to evaporate and cross state lines. Clouds frequently cross state lines. Anyplace that has weather should be under the domain of the feds. Maybe I can get appointed to the bench.
Greatly troubling, if true. (And entirely too plausible.)
