I know you are kidding about this but my opinion is they will not use nukes because they have more than enough fire power and air superiority to win.
On a serious matter, if they need to use nukes to “win”, then that is what they will do. The most important thing is the survival of the government.
For example, I believe the govt. is relatively well prepared to survive a nuclear exchange with Russia, an asteriord hit, an EMP attack or a massive solar flare.
As for the citizens, well that is just too bad. If the government survives then America can always repopulate and rebuild.
And in no circumstances will disobedience of the law of the government be allowed. The very existence of govt. depends on obedience. And yes they will use nukes on people to assure it.

I will add one other thing......nothing shall come between the Politicians and their $$$$$$Investment advantages from their positions in Gov. Control must be maintained and make us think it’s all for the good of “the children”.
No matter - we will not comply.
There is very little of this govenment left that we deem legitimate.
